And the first thing to note is, that whereas other princes have only to contend against the ambition of the great and the insolence of the people, the Roman emperors had a third difficulty, that of having to support the cruelty and avarice of the soldiers, which was such that it was the cause of the ruin of many, it being' hardly possible to satisfy both the soldiers and the people.
